Provision of consultancy services and online course development in the field of education

The framework agreement establishes a long-term arrangement for consultancy services and online course development supporting the educational policies of the Council of Europe. It covers the full instructional design and e-learning lifecycle, including needs analysis, content design, course authoring, multimedia production, platform adaptation, and quality assurance within the Council of Europe’s learning ecosystem. The objective is to deliver high-quality, accessible, and engaging digital learning experiences aligned with modern standards and best practices, while remaining scalable, multilingual, and consistent with the priorities of the Education Department.

Within the scope of this Framework Contract, our team has undertaken the implementation of several SC/PO issued under this agreement.

1. Update of the HELP Course on Business and Human Rights

The project upgrades and updates the HELP Course on Business and Human Rights within the Council of Europe’s HELP Programme. It aligns the content with recent developments in international standards and case law, including the United Nations Guiding Principles on Business and Human Rights, and introduces user-friendly interactive elements. The course is aimed at legal professionals and stakeholders who require a practical and up-to-date understanding of the relationship between corporate responsibility and human rights protection in Europe.

 

Project Objective

The project aims to reflect current legal frameworks and best practices, enhance learner engagement and accessibility, and strengthen the relevance of the programme for professionals. It seeks to present complex concepts through clear learning pathways and practical examples, ensuring consistency, pedagogical coherence, and real-world applicability.

 

Scope of Work

The scope of work includes consultancy on educational content, instructional design, restructuring of course modules, and the integration of interactive exercises and multimedia elements. It also includes the incorporation of legal updates and case law developments, usability improvements for online delivery through the HELP platform, and quality assurance activities to ensure accuracy, consistency, and learning effectiveness.

2. Redesign of the LEMON Course “Key to Media Literacy”

The project delivers the redesign of the LEMON course Key to Media Literacy, developed by the Council of Europe’s Education Department, to make it more interactive, user-friendly, and aligned with critical thinking pedagogy. The redesign introduces a clearer narrative structure, visually engaging graphics, and multimedia elements to enhance learner engagement. The updated course is hosted on the Council of Europe’s HELP platform.

 

Project Objective

The project aims to improve usability and interactivity, strengthen the critical thinking approach throughout the course flow, and present concepts through scenario-based and practice-oriented activities. It seeks to improve understanding and knowledge retention by combining strong instructional design with accessible visual communication.

 

Scope of Work

The scope of work includes content review and restructuring, scenario and storyboard design, integration of graphics, quizzes, and multimedia elements, and iterative design activities carried out in collaboration with an educational content expert experienced in LEMON courses. It also covers platform preparation and development within the HELP environment, as well as quality assurance and documentation activities.
