EUDA: PLATO Scale-up
Enhancement and expansion of the PLATO e-learning platform to support the European Union Drugs Agency (EUDA)
The project focuses on the enhancement and scale-up of the PLATO e-learning platform, supporting the European Union Drugs Agency (EUDA) in delivering advanced, accessible, and evidence-based training for professionals involved in drug-related policies, interventions, and public health initiatives. Building on the success of the original PLATO platform, the project expands its capabilities to address a broader range of topics, including addiction treatment, harm reduction, and crime prevention, while ensuring consistent and harmonized learning experiences across EU Member States.
Project Objective
The project aims to strengthen EUDA’s capacity to provide high-quality digital learning solutions that foster knowledge sharing, professional development, and capacity building. It seeks to enhance the platform’s technical performance, align its design and user experience with EUDA’s corporate identity, and deliver scientifically validated and pedagogically effective learning content. Ultimately, the project supports Member States in developing and implementing training and empowerment initiatives related to drug demand and supply reduction.
Scope of Work
The scope is divided into four lots:
Lot 1 – Coordination and Strategic Planning: Synchronization of deliverables, integration of results, monitoring, and evaluation.
Lot 2 – Branding and Promotion: Aligning the platform interface with EUDA’s corporate identity, designing communication materials, registration and assessment forms, and ensuring quality of UX/UI.
Lot 3 – Scientific and Pedagogical Content: Identifying, adapting, and harmonizing e-learning materials; designing new content; engaging e-trainers; and supporting Member States in using the platform.
Lot 4 – Technical Upscaling and Security: Upgrading the platform (Moodle 4+), implementing software updates, server management, technical assistance, and ensuring compliance with data protection and security standards.
Additional tasks include usability testing, integration of Single Sign-On (SSO), and exploring AI-based feedback features
