Provision of Support Services for the Development and Implementation of a Recording, Reporting and Monitoring Data Management System for the “Specially Protected Natural Areas of Azerbaijan”

The project supports the Ministry of Ecology and Natural Resources of Azerbaijan in the development and implementation of an integrated data management system for the inventory, reporting, and monitoring of Specially Protected Natural Areas (SPNAs). It strengthens the planning and management capacity of SPNAs by introducing modern information systems and sustainable management practices. The initiative contributes to improved environmental protection, resource management, and economic sustainability, while aligning with international standards and supporting FAO’s cooperation objectives in Azerbaijan.
Project Objective
The project aims to strengthen the economic sustainability of SPNAs, develop robust information management systems, and promote the sustainable use of resources in protection zones adjacent to the protected areas. It seeks to improve decision-making, transparency, and ecological resilience through data-driven planning and monitoring.
Scope of Work
The scope of work includes the assessment of the current situation, the preparation of a detailed needs assessment study, and the formulation of practical and cost-effective recommendations for the system components. Based on these recommendations, the project supports the phased implementation of the data management platform, including system design, development, training, and mentoring services. The deliverables include four functional modules and implementation in two pilot parks: Shirvan and Hirkan.
