Large-scale project for the digitisation of third-country nationals’ files and the modernisation of administrative archives of the Ministry of Migration and Asylum

DOTSOFT S.A. participates, as a subcontractor, in the project for the digitisation and electronic archiving of the records of the Ministry of Migration and Asylum, contributing to the modernisation of the management and storage of administrative documents relating to third-country nationals.

Project Objective

The project involves the digitisation of physical documents contained in the individual files of third-country nationals, as well as the administrative archives of the Ministry. The total physical archive includes approximately 5,000,000 files and more than 10,000,000 records of various categories, such as residence permit applications, administrative documents and supporting documentation. The overall volume of the project is estimated at approximately 101,000,000 pages.

DOTSOFT S.A.’s contribution concerns the digital conversion of approximately 20,000,000 pages across various services throughout the country, with activities carried out in multiple Regional Units and Migration Services.

The project supports the digital transformation of public administration and facilitates the management of the large volume of documents submitted for the issuance and renewal of residence permits.

As part of the implementation, the following activities are carried out:

  • Preparation of physical archives for digitisation
  • Removal of bindings and document preservation activities
  • Scanning using specialised high-quality scanners
  • Electronic archiving and storage
  • Integration of digitised documents into the Integrated Migration Information System
  • Automated metadata extraction using machine learning technologies
  • Quality control and final delivery of digitised files and metadata

DOTSOFT S.A. also participated in the preparation of the initial implementation study for the project and successfully completed the digitisation and electronic archiving of millions of pages across services in Attica, Crete and other Regional Units of Greece.

The project enhances the interoperability and efficiency of the Ministry of Migration and Asylum’s services, while facilitating the secure and faster management of information related to migration and asylum procedures at both national and European levels.

The project is funded by the Recovery and Resilience Facility (RRF) as part of the broader project for the digitisation of the archives of the Ministry of Migration and Asylum, with a total budget of €27.7 million.
